Any business establishment and any natural or juridical person is prohibited from selling or distributing the part or device commonly known as [a] 'star', used in water meters installed by the AAA or by its contractors, except if the purchaser or recipient of such part or device has and shows to the seller, distributor or natural or juridical person in possession of the same, a written certificate or authorization issued to his name by the AAA for said purpose.\nHistory —Sept. 27, 2003, No. 279, § 1.
