It is hereby provided that the Legislative Assembly shall evaluate periodically, and not later than the eighth (8th) year of operations of the Energy Commission, through the committees with jurisdiction over such matters of each Legislative House, every aspect related to the operations of the Commission, CEPPO, and the ICPO, including their compliance with the public policy set forth in this chapter, and shall issue its recommendations with respect to the need for and convenience of such entities. It shall also consider the possibility of integrating its operations to another public institution or institutions that regulate activities or industries such as telecommunications or other public utilities, as provided by law.
