There shall be a Board of Awards to be composed of three (3) members who shall be appointed by the Secretary of Transportation and Public Works from among the officials and employees of his department. It shall be the duty of this board to pass upon all bids made for the construction of any and all public works, and to award the contract, subject to the approval of the Secretary of Transportation and Public Works. In all cases where the members of the board shall not be of the same opinion, the question shall be decided by a majority vote; and, Provided, further, That minutes of the transactions of the board of award shall be kept in writing and duly signed.
