There is hereby created in the books of the Secretary of the Treasury of Puerto Rico, a fund to be known as 'Fund for the Survey and Preparation of Plans and Specifications of Public Works', which fund shall be placed at the disposal of the Secretary of Transportation and Public Works and from which shall be paid all compensation for personnel and all general expenses of the Committee on Design of Public Works, disbursements under contracts negotiated by the Secretary of Transportation and Public Works under §§ 84 and 81nt of this title.
