The Secretary of Transportation and Public Works is hereby authorized to prepare plans and specifications for public works and improvements required by any agency or political subdivision of the Government of Puerto Rico and any agency of the federal government; and for such purpose the transfer of funds of such agencies or political subdivisions to the 'Fund for the Survey and Preparation of Plans and Specifications of Public Works' hereby created, is hereby authorized.
