A commission to be known as the 'Rural Improvement Commission' is hereby created, to consist of the Governor of Puerto Rico, who shall be ex-officio president thereof, the Secretary of Transportation and Public Works, the Secretary of Agriculture and the Secretary of Education, and three persons versed in school and agricultural matters, who shall be appointed by the Governor with the advice and consent of the Senate.
