The said Commission is hereby authorized and directed to proceed:(a) To form a plan of rural roads, macadamized, interconnecting the cities and towns of Puerto Rico, the rural wards, and the Commonwealth roads.(b) To select adequate places for the construction of consolidated rural schools and agricultural farms, taking into account the necessities of the rural school population, the facility of communication and the possibility of obtaining lands for the school and appurtenances thereof.
