Upon the approval by the Commission of the plan of rural roads and of consolidated rural schools, the Secretary of Transportation and Public Works shall proceed to execute the said plan pursuant to §§ 111—121 of this title, under the supervision of the commission, chargeable to the 'Rural Improvement Fund' hereinafter established.
