The rate provided for in this chapter shall be suspended if the church or the social welfare organization did not meet or fails to meet the conditions established herein.In the event that a church or social welfare organization unlawfully uses water or electric power services, whether by having an altered or modified metering equipment to prevent the actual consumption of water and electricity from being measured, such church or welfare organization shall cease to be entitled to the application of the appropriate analogous rate as provided in this chapter.
