The College bylaws shall provide for everything necessary to its internal operation including that concerning the functions and duties of its officers and other college members and of all its bodies; calls, dates, quorum, form and requirements of the general assemblies and meetings of the Governing Board, as well as its powers and duties; budget and funds investment and disposal of College property; terms of all offices, appointments and duties of employees needed to enforce the College program, salaries and requirements; vacancies and how to fill them. The bylaws shall indicate the procedure to be followed in order to establish district and municipal delegations which shall be constituted and operated in accordance therewith. The bylaws may only be amended, approved or repealed by the College General Assembly through the proceedings established therein.
