The Board may deny the issuance of a license after notifying the interested party and giving him the opportunity to be heard, when said party:\n(a) Tries to obtain or has obtained a license through fraud, deceit or false pretenses.\n(b) Does not meet the requirements established in this chapter to obtain the license.\n(c) Has practiced the profession of speech-language pathologist, audiologist or speech-language therapist in Puerto Rico illegally.\n(d) Has been declared mentally incapacitated by a competent court, or his incapacity has been established before the Board through medical expertise. The license may be granted as soon as the person has been declared capable again, if he meets the other requirements established in this chapter.\n(e) Is addicted to controlled substances or is a habitual drunkard. The license may be granted as soon as the person proves to be capable, if he meets the other requirements established in this chapter.\n(f) Has been convicted of a felony or a misdemeanor which implies moral turpitude.\n(g) Has been guilty of manifest incompetence in the practice of his profession, in prejudice of a third person.\nHistory —June 3, 1983, No. 77, p. 160, § 21.
