The members of the Association shall pay annual dues in the amount of fifty dollars ($50) which shall be in effect for two (2) years as of the creation of the Association, at the end of which that amount may be modified by the Assembly with the affirmative vote of the majority of its members, but it is provided that for that Assembly a quorum of not less than five percent (5%) of the active members of the Assembly shall be required.
