Any person who is interested in practicing the planner’s profession in Puerto Rico shall fill out an application for such purposes provided by the Board. The applicant shall pay the sum of one hundred dollars ($100) in official seals issued by an Internal Revenue collection office for each examination requested, [on] behalf of the State Department Examining Board’s special account. The Board shall not return any amount to an applicant who fails the examination.
