All documents issued within the course of the practice of the planning profession and certified before the corresponding government agency shall have affixed a stamp, to be adopted and issued by the Puerto Rico Professional Planner College, for a value of five dollars ($5) or of one dollar ($1) for each [one] thousand [dollars] ($1,000) over the value of the professional work, whichever amount is greater.
