The [male and female practical nurses] are hereby authorized to practice as such in the Commonwealth of Puerto Rico to constitute themselves as a juridical entity or quasi-public corporation under the name of College of Licensed Practical Nurses of Puerto Rico; provided, that the majority of said persons do so resolve in a referendum which shall be held for such purpose as provided by Section 11 of this Act. The official domicile of the College shall be determined by the Governing Board of the College, without prior consultation [with] the Assembly.
