The regulations of the College shall provide for all in regard of its internal operations including that which concerns the functions and duties of all its bodies, calls, dates, quorum, forms and requirements of the general assemblies and sessions of the Governing Board as well as its powers and duties; budget or investment and disposal of the assets of the Board. The regulations shall state the procedures to be followed to establish district and municipal delegations which shall be constituted and operated in accordance therewith. The regulations shall only be amended, approved or repealed by the College’s General Assembly through the procedures established therein.
