The Board shall issue provisional licenses without examination to:(1) Physiotherapists meeting the requirements established in § 245 of this title who present satisfactory evidence of the fact that they are in Puerto Rico temporarily to render services of an emergency nature, or for educational purposes. In such cases, the license shall be issued for an [non]extendable term of not more than six (6) months, counting from the date when issued.(2) Physical therapists and physical therapist assistants meeting the requirements established in § 245 of this title who make written application for a license, provided the Board considers them eligible for taking the examination specified in § 246 of this title. Such licenses shall not be extendable, and shall be considered null as soon as said examinations are held. The provisional license may be renewed only three (3) times; Provided, further, That to be entitled thereto, the applicant shall be bound to take the examination in consecutive terms. This provision shall in no way limit the right—of any person meeting the requirements of law—to take the examination of physical therapist or of physical therapist assistant as many times as he may .
