The bylaws of the College shall provide for everything which has not been provided for in §§ 341—353 of this title, including everything concerning the functions, duties, and proceedings of all its bodies and officials; calls; meetings of the Board of Directors; election of directors and officials; standing committees; budget or expenditure of funds and disposal of the property of the College; the term of all the offices; the creation of vacancies and the method of filling them.
