All chemists who have obtained the license as chemist issued by the Board of Examiners of Chemists of Puerto Rico and all those who have obtained a license as chemical engineer issued by the Board of Examiners of Engineers and fulfill the duties stated in §§ 471—471v of this title shall be members of the College of Chemists. In addition, those chemists who no longer practice as such and voluntarily wish to remain as members of the College may also be members. Provided, [That] this collegiation [sic] does not grant the right to practice the profession to those who have not complied with the requirements of §§ 471—471v of this title. Provided, also, that no chemist who has not been an active member of the College may benefit by this provision.
