The bylaws shall provide for everything which has not been provided for in this chapter, including everything concerning the functions, duties and proceedings of all its bodies and officials; calls, dates, quorum, form and requirements of the general assemblies and meetings of the Board of Governors; election of directors and officials; standing committees; budgets or expenditure of funds and disposal of the property of the College; and the term of all the offices, the creation of vacancies and the method of filling them.
