Those persons with the right to practice the profession of optometry in the Commonwealth of Puerto Rico are hereby thus constituted as a juridical entity or quasi-public corporation under the name of 'College of Optometrists of Puerto Rico', domiciled in the capital city, as subsequently provided in this chapter, if it is so approved by a majority thereof in a referendum.
