The bylaws shall provide for all matters not provided in this chapter, including matters pertaining to the duties and procedures of all bodies and officials of the College; summons to convene, dates, quorum, form and requirements of regular and special assemblies, and of the sessions of the Board of Directors, the election of directors and officials, commissions and committees, the budget or investment of funds and disposition of the assets of the College; the creation of vacancies and ways to fill them.
