First, the resolutions and valid agreements of the General Assembly and second, the valid agreements and decisions of its Board of Directors shall govern the destiny and decisions of the Association in all matters that, by regulation, are not within the exclusive jurisdiction of the Assembly and which are within the general and incidental sphere of the ministerial administrative powers and functions which generally concern the Board of Directors.
