The official actions of the Secretary of State, of the Board of Examiners of Beauticians and of the personnel assigned thereto in regard to violations of this chapter shall constitute prima facie evidence of the facts contained therein and shall, as such, be admitted in all legal actions or other judicial or administrative proceedings.
