The Board of Medical Examiners shall adopt, in consultation with the Secretary of Health and the School of Medicine of the Medical Sciences Campus of the University of Puerto Rico, such rules and regulations needed to implement §§ 55—55g of this title. It shall, likewise, establish the guidelines to direct the departments, agencies, instrumentalities and municipalities in the process of selecting and admitting medical school graduates to the Tutorial Program and shall provide the sample contracts which shall be used in the agencies, instrumentalities and municipal governments, pursuant to the provisions of § 55d of this title.
