All persons authorized to practice the barber or hair stylist’s profession are hereby constituted into a juridical or corporate entity known as the Barbers and Hair Stylists Association of Puerto Rico, with main offices in the capital city of Puerto Rico, provided the majority of them so agree in a referendum to those effects to be held pursuant to §§ 582—582i of this title.
