All barbers and hair stylists duly authorized to practice as such in Puerto Rico pursuant to the provisions of §§ 580—580n of this title, which create the Barbers and Hair Stylists Examining Board and who comply with any other obligations imposed by §§ 582—582i of this title, shall be members of the Association.
