The members of the Association shall pay annual dues in the amount, on the date and in the manner established by the general regulations, which may be changed in the regular annual assembly of the Association. In every case, an affirmative vote of the majority of the members present shall be required to [set] the annual dues. Any member of the Association who does not pay the dues required by §§ 582—582i of this title and who is otherwise qualified to continue as [a] member shall be suspended as [a] member, but may be reinstated by payment of the total amounts owed on account of dues.
