The future of the Association shall be guided, in the first place, by the General Assembly and in the second, by its Board of Directors. The Governing Board of the Association shall be constituted by a President, a Vice President, a Secretary, an Assistant Secretary, a Treasurer, an Assistant Treasurer, an Auditor and eight (8) Delegates, who shall be elected or appointed in the manner and for the terms of office established in the General Regulations of the Association.The members shall have the option of voting to elect the officials of the Governing Board at their convenience, in person or by mail, when so provided through an amendment to the regulations of the Association, and following the procedure provided by the Association in said regulations. The procedure established by the Association for voting by mail must guarantee the privacy, reliability, secrecy and validity of said vote. The Association may also limit, through an amendment to the regulations, those officials that may be elected by mail vote.The Association may be organized by districts and municipalities, provided it is so determined by regulations, and the participation of all members of the Association who
