Any person who practices the profession of barber or hair stylist in Puerto Rico without being a member of the Association, and any person who acts or advertises as such without being duly licensed by the Board, shall incur in a misdemeanor and upon conviction, shall be punished with a fine of not less than fifty dollars ($50) nor more than two hundred dollars ($200) or imprisonment for a term of not less than one (1) month nor more than two (2) months. In case of a second offense the sanction shall be a fine of not less than two hundred dollars ($200) nor more than five hundred dollars ($500), or imprisonment for a term of not less than two (2) months nor more than six (6) months, or both penalties, at the discretion of the court.
