The Examining Board for Candidates to the Practice of Agronomy and Agronomists shall be the only entity authorized to issue licenses for the practice of the profession of agronomy in Puerto Rico, to every person who meets the requirements specified in this chapter. The procedure for license issue shall require the Board to issue an eligibility certificate, to be used by the candidate in order to meet the mandatory association requirement.
