The Board shall keep a book of minutes of all its proceedings, a file, and complete register of all the agronomists to whom licenses have been issued, showing the name and address of each one of them.At the end of each fiscal year the Secretary of State, with the approval of the chairman, shall furnish to the Governor of Puerto Rico a report of all transactions during the last fiscal year.
