The bylaws of the association shall prescribe whatever has not been prescribed herein, including whatever concerns the functions, duties and proceedings of all its organizations and officials, calls, meeting of the directorate, election of directors and officials, standing committees, budget, expenditure of funds and disposal of property of the association, terms of all positions and declaration of vacancies and method of filling them.
