Upon the holding of the first General Assembly of the College, no person other than a member of the College of Engineers and Surveyors of Puerto Rico may practice the profession of engineer or surveyor in the Commonwealth of Puerto Rico; it being understood that an engineer or surveyor is any person authorized to practice these professions pursuant to the provisions of §§ 711—711z of this title.
