The bylaws shall contain such provisions that have not been contemplated herein including those concerning the functions, duties, and procedures of all its bodies and officers; calls; dates; quorum; form; composition and requirements of the regular annual assembly and special assemblies; meetings of the Board of Directors; election of directors and officers; permanent committees, budgets, investment of funds and disposal of the property of the College; everything concerning the College of Engineers and Surveyors Foundation of Puerto Rico; term of all offices, dismissal of officers, creation of vacancies and manner of filling them, and administrative, dismissal and appeals procedures.
