The College of Engineers and Surveyors, the Board of Examiners of Engineers and Surveyors, any other government or private entity or person of the Commonwealth affected may file a petition for an injunction against any person who practice the profession of engineering or surveying without having a license to do so, or without being a college member, or both. In such case, the plaintiff needs not to show prejudice or irreparable harm. The injunction provided for herein shall not relieve the defendant of being accused of practicing the profession illegally, as provided in §§ 711—711z of this title.
