The surgeons who hold a regular license to practice medicine in the Commonwealth of Puerto Rico, and have a current recertification pursuant to the applicable requirements established in Section 20 of Act No. 22 of April 22, 1931, and in the bylaws of the Board of Examiners, are hereby authorized to constitute themselves as a juridical entity under the name of Puerto Rico Surgeons Association, provided the majority (51%) of the licensed surgeons convened in assembly so agree in a consultation to that effect that shall be held as provided in the temporary provisions note under § 73 of this title. The assembly shall be duly constituted by the attendance of 51% of the surgeons holding a license in the Commonwealth of Puerto Rico.
