The Board of Directors shall be composed as determined by the General Assembly and shall be designated by the same.The College shall have the option of exercising the right to vote to elect the officers of the Governing Board, personally or by mail, at their convenience, following the procedure that the College shall prescribe through regulations. Furthermore, the College may prescribe through regulations the additional option to exercise the vote through other means that is determined will ensure the privacy, reliability, secrecy, and validity thereof.
