The bylaws of the College shall provide for everything which has not been provided for in this chapter, including everything concerning the functions, duties and proceedings of all its bodies and officials, calls, meetings of the board of directors, election of directors and officials, standing committees, budgeting or expenditure of funds and disposal of the property of the College, the term of all offices, and declaration of vacancies and the method of filling them.
