A Board of Examiners of Master and Journeyman Plumbers is hereby created to be appointed by the Governor of Puerto Rico with the advice and consent of the Senate, which Board shall be composed of five (5) master plumbers, including a vocational-school master plumber, who shall have at least five (5) years of experience as master plumbers. The members of this Board shall be appointed for a term of four (4) years and shall hold office until their successors have been appointed and qualify.
