The Secretary of Health, the College of Master and Journeyman Plumbers, or their authorized representatives shall be in charge of seeing that no person shall practice as master, journeyman or apprentice plumber in Puerto Rico without holding the corresponding license. To such effects, the Secretary of Health shall designate plumbing inspectors who shall have as their main mission to see that this section’s provisions are met.
