The persons entitled to practice the trade of master and journeymen plumbers are hereby constituted into an artificial entity under the name of 'College of Master and Journeyman Plumbers of Puerto Rico' with its seat in the municipality of San Juan, provided that more than fifty percent (50%) of them so resolve in a duly-called referendum.
