The bylaws of the College shall establish senatorial district delegations or local organizations which shall be elected or designated and shall operate and fulfill their duties in the manner and under the conditions that the bylaws may provide. The election or designation of the persons who shall compose them shall be made, except in case of delegation of such faculty, by the members of the College who reside or have their offices in the respective jurisdictions of the delegations or organizations.
