The Puerto Rico Dental Association or the College of Dental Surgeons of Puerto Rico, or any other bona fide Puerto Rican dentist’s association, as long as they exist as juridical persons under the laws of the Commonwealth, may recommend candidates to the Governor of Puerto Rico to fill the vacancies on the Board that may occur.
