The Secretary of Justice, the district attorneys, the Dental Examining Board, or any concerned person or entity within the Commonwealth of Puerto Rico may initiate an injunction procedure, in accordance with the laws that rule these procedures, against any person engaged in the practice of odontology, without holding the license issued by the Dental Examining Board to dentists; Provided, That the action for injunction herein provided will not relieve the violator from being criminally prosecuted for the offense of illegal practice, as established in §§ 93 and 94 of this title.
