No person not a member thereof may practice the profession of dental surgery in this Commonwealth except in the following cases:Dentists in active service in the Armed Forces of the United States in the official discharge of their duties and permanent employees of federal agencies participating in odontological research projects duly recognized by the Board of Dental Examiners, the School of Odontology and the Department of Health.
