All dentists who are legally admitted to practice the profession of dental surgery in the Commonwealth of Puerto Rico and who fulfill the duties prescribed by §§ 111—123 of this title and by the bylaws approved by the College shall be members of the College. Dentists specifically exempted by law from the license requirement to practice dental surgery in the discharge of their functions as fulltime members of the faculty of the School of Odontology of the University of Puerto Rico or as members of the Armed Forces of the United States in Puerto Rico, may be members of the College if they so request, provided they fulfill all the other requirements of law and of the bylaws of the College; Provided, That upon becoming such members of the College the limitations imposed as to the exemption of the license requirement are in no way altered.
