The bylaws shall establish district sections or local organizations which shall be elected or designated, and shall operate and fulfill their duties in such form and under such conditions as the bylaws of the college shall [set]; but the election or designation of those who are to constitute them shall, save in the case of relinquishment of such power, be made by the members of the college who reside or have their offices in the respective territorial district of the sections or organizations.
