The bylaws shall prescribe whatever has not been provided for in §§ 111—123 of this title, including everything concerning the functions, duties, and procedure of all its bodies and officials, calls, dates, quorum, form and requirements of the general assemblies and meetings of the board of directors; election of directors and officials; standing committees; budgets or investment of funds and disposal of property of the college, and terms for all offices, creation of vacancies and manner of filling them.
