The Board shall be composed of five (5) members, who shall be appointed by the Governor of Puerto Rico with the advice and consent of the Senate. Of the first five (5) members, two (2) shall be appointed for a term of four (4) years, two (2) shall be appointed for a term of three (3) years, and one (1) for a term of two (2) years, and they shall exercise their duties as such until their successors are appointed and take office. Upon expiration of the initial terms, the subsequent appointments shall be made for a term of four (4) years and the members so appointed shall exercise their duties as such until their successors are appointed and take office.
